This paper presents a systematic review of relevant published studies on teaching of writing strategies in developing ESL learners’ writing skills from year 2000 to 2020. This systematic review attempts to address two research questions, i.e what writing strategies should be taught to primary ESL learners to improve their writing skills and how to plan effective writing strategies for developing writing skills. Twenty studies were systematically reviewed and revealed that there are 5 approaches in the teaching of writing strategy namely as product based, process based, post process, genre based and process genre based. Besides that, scaffolding technique along with the usage of visual through picture technique and brainstorming stage are among the activities. The findings of this study also indicates that selecting of approaches should consider the needs and proficiency level of the learners. Teachers are suggested to integrate more than one approach in order to fulfill the learners’ learning needs and to accommodate their learning levels proficiency.
