Abstract

Educational institutions should understand students' needs to provide a policy to help students achieve academic success. Through a qualitative approach, this study examines the insights and personal recommendations of purposively selected 20 college students disqualified from free higher education and proposes a retention policy to address their needs.  The research findings indicate that students were disqualified from free higher education for various reasons, including academic failures, difficulties processing subject withdrawals, challenges in balancing work and studies, and personal problems. The students' insights on the scholarship retention policy revealed their awareness and understanding of the policy, a positive perception of its importance, recognition of the impact of personal circumstances, and the significance of responsibility and learning. While personal recommendations from the students included supporting the policy, favoring its revision, and seeking consideration and clarification.  By incorporating these insights and suggestions, the proposed retention policy aims to optimize retention rates, enhance student success, and ensure equitable opportunities for all recipients.
