Abstract

Kajian ini bertujuan untuk melihat tahap pelaksanaan perancangan strategik, dan faktor penyumbang terhadap keberkesanan sekolah di sekolah kurang berkesan di Malaysia. Persampelan kajian ini ialah pentadbir dan guru-guru yang bertugas di sekolah terpilih. Seramai 1860 pentadbir dan guru terlibat dalam kajian ini. Alat ukur kajian dipetik dari beberapa sumber yang diadaptasi oleh pengkaji yang disesuaikan mengikut reka bentuk, sampel dan tujuan kajian. Data telah dianalisis dengan menggunakan SPSS versi 18. Dapatan kajian menunjukkan bahawa perancangan strategik di sekolah-sekolah kurang berkesan berada pada tahap sederhana (min 3.63). Dapatan kajian juga menunjukkan bahawa faktor- faktor penyumbang kepada keberkesanan sekolah adalah: i) Faktor pengetua di tahap tinggi (min 4.08), ii)Faktor guru di tahap sederhana tinggi (min 3.89), iii) Murid di tahap sederhana tinggi (min 3.86), iv) Konteks di tahap sederhana tinggi (min 3.82) ,v) Ibu bapa/ masyarakat di tahap tinggi (min 4.07), vi) Kewangan di tahap tinggi (min 4.02), vii) Kemudahan/prasarana di tahap sederhana tinggi (min 3.69), dan viii) Iklim / budaya sekolah di tahap sederhana tinggi (min 3.85). Sehubungan itu, perancangan strategik dan elemen-elemen keberkesanan sekolah adalah faktor-faktor yang perlu diberi keutamaan dalam usaha meningkatkan kecemerlangan sesebuah sekolah.

This study is to investigate the level of strategic planning that has been implemented and factors that contributed to school effectiveness in ineffective schools in Malaysia. The sample size was 1860, consisting of school principals and teachers. Data was analyzed using SPSS version 18.0. The finding showed that the level of implementation of strategic planning in ineffective schools was at moderate level, whilst the factors that contibuted to school effectiveness were: school principals at a high level (mean 4.08), teachers at moderate level (mean 3.89), students at moderate level (mean 3.86 ), contex at moderate level (mean 3.82), parents and community at a high level (mean 4.07 ), school finance at a high level (mean 4.02), intrastructure at moderate level (mean 3.69 ) and whilst school climate and school culture at moderate level (mean 3.85). Consequently, strategic planning and the elements of school effectiveness are factors that should be given priority in order to improve the success of a school.
