Information, communication and multimedia technology is being used widely and is beneficial in the field of education as a simple device in learning and facilitation as weel as creating an online learning environment. This dynamic development changed the paradigm of education, thought patterns, learning and pedagogy from conventional teacher-centered learning to student-centered learning. The study aims to analyse the teaching and learning needs for the design of learning that emphasizes a collaborative-contructivist approach in Visual Arts Education in primary schools. This study utilises a field study design that involving ten respondents selected through purposive sampling. Needs analysis studies are part of the model design and developement process. The needs analysis phase is the first phase of the study which involves the process of collecting data through in-depth interviews and documents analysis to analyse information in the context and environment to be studied before the model is developed with purpose to determine the probability of problems. Findings show that learning models and modules based on collaborative-constructivist approach should be developed which are suitable utilised in enhancing the quality of teaching and learning progress in Visual Arts Education. As an implication, the findings can be used as a guide to design and develop learning models and modules in the next phase of development.
