Residential Perceptions towards External Factor on Monsoon Flood Disaster:A Case Study in Kota Bharu, Kelantan

This research is conducted to assess the perceptions of the population against the external factors of the monsoon floods in Kota Bharu, Kelantan. The study involved quantitative methods with questionnaires are used to collect data. A total of 400 sample sizes are targeted by using random sampling methods and the selection of respondents are residents mainly living along the Kelantan River from Kampung Limau Manis to Kampung Banggol. This study uses descriptive analysis and involves Likert scale through a close-ended approach. The results showed that the majority of locals gave a positive feedback in the prediction system and warning about heavy rain and floods that became public guidance as a precautionary measure. In addition, Pos Kawalan Tempat Kejadian (PKTK) and Pos Kawalan Operasi Bencana (PKOB) were created to help and reduce the flood victims, by providing equipment such as boats, 4-wheel drive, and others in sufficient condition. Simultaneously, agencies like SMART, the Fire and Rescue Department, and Emergency Medical Services should be involved in rescue missions and disaster relief efforts. The evacuation centre for the building should have sufficient space and safe as well as basic facilities and amenities such as water, food, and medicines that are enough for the large number of flood victims. In conclusion, the government must be alert to prioritize the safety and health of the locals in order to avoid unnecessary things.
